AG-3FE is a two-hole deck-mounted pre-rinse spray tap with a 1/2 inch connection and self-lubricating, non-seizing heads. The equipment includes a chrome-plated spring and an insulated braided hose, but there is no additional spout.
This is a model for stations where vessels are filled elsewhere – at a mixer tap or a draw-off tap – and the sink serves solely to knock off residues before the racks go into the dishwasher. Without a swivel arm there is more room above the bowl for tall pots.
Exactly one item of equipment separates this part number from AG-3/05FE: the swivel spout. If the station is to fill both roles at once, the version with a spout will be more convenient; if it is only to rinse, this one is simpler to keep clean.

It depends on the layout of the kitchen. If there is a filling tap alongside, it does not limit it at all – the spray head does its job and the space above the sink stays free. The problem only arises when the same sink is also supposed to fill pots with water.
What does a "non-seizing head" in the description mean?
That is how the manufacturer describes self-lubricating heads, which work with their own lubricant and do not seize from dry friction. In practice the point is that after seasons of service the handle still turns smoothly instead of grating when the water is turned on.
