Can the setting be lowered below +2°C?

The range given by the manufacturer starts at +2°C and that is what sets the limit for selection. For lower temperatures the MBP version is provided.

Where do the identical capacity values in the MBP and HBP versions come from?

Both are declared for the same measurement conditions marked with a double asterisk. The versions differ in the range of settings and in the thawing cycle, not in the output of the system.

Does the cabinet have to have a fan in the chamber?

Air distribution is part of the design of the furniture, not of the monoblock itself. With a chamber of 1400 l it has a real effect on temperature uniformity and it is worth agreeing it with the cabinet manufacturer.
