It can be a sign that the bolt is not pulling the gasket in to full depth, but a worn gasket or a sagging leaf are just as common a cause. Before replacing the catch, it is worth checking the door's seal all the way round.
Does the HP catch change the force needed to close the door?
It should not. Closing resistance depends mainly on the gasket and door adjustment, not on the keeper material.
