The load rating depends on the design of the fork and axle, not only on the wheel diameter. Diameter alone does not determine load capacity.
How does a foot differ from a brake?
A brake locks the rotation of the wheel, but the weight still rests on the tread. A foot lifts the unit and passes the load outside the wheel, which with high masses is the more dependable solution.
Do four such sets have to be used?
Usually yes, because a foot only works sensibly when the whole unit is lowered evenly. Mixing them with conventional sets complicates levelling.
