The load depends on the design of the fork and the axle, and a steel housing carries considerably more than the galvanised sheet used in lighter sets. Diameter alone is not the measure of capacity here.
How does a foot differ from a brake?
A brake locks the rotation of the wheel, but the weight still rests on the tread. A foot lifts the unit and passes the load outside the wheel, which with high masses is the more dependable solution.
Do four such sets have to be used?
Usually yes, because a foot only works sensibly when the whole unit is lowered evenly. Mixing them with conventional sets complicates levelling.
