Because the material decides. With the same geometry, ABS carries lower pressures than steel, hence the declared 250 kg instead of 900 or 1000 kg. The height and the method of mounting remain comparable.
Is it suitable under a refrigeration appliance?
Only under a really light one. A typical refrigerated cabinet with its contents exceeds the limit of 250 kg per set, which is why steel legs are selected for appliances with a condensing unit.
